  • I am responsible for overall planning, management and delivery of administrative and financial functions required by Mission to implement its mandate
  • I support Head of Mission in ensuring proper management and efficient use of Mission’s human, financial and material resources in accordance with OSCE Common Regulatory Management Framework and within budgetary allotments
  • Specifically, I oversee development and order implementation of Mission’s operational budget
  • I formulate and implement appropriate budgetary control and reporting procedures and act as main point of contact for administrative risk management and for all internal and external audit procedures. I also oversee implementation of any resulting audit recommendations.
  • I advise Head and Deputy Head of Mission in establishing staffing requirements, assuming administrative responsibility for recruitment processes, payroll, working conditions and performance management, training and health of Mission staff
  • I oversee functioning of Mission`s ERP system, including supply chain management (procurement, delivery, receipt, transport, warehousing and insurance of goods and equipment) and implement cost-effective material management standards, including vehicle management and inventory systems, travel policies and premises management standards
  • I also chair Mission’s Fund Materials Management Committee in charge of authorizing contractual commitments for Mission up to EUR 250,000
  • I ensure that information and communication technology and records and documents management system are maintained in accordance with OSCE standards This part of portfolio includes managing OSCE corporate ICT Shared Service Centre
  • I represent Mission in inter-agency committees and other meetings on administrative matters.
  • As special assignments I led various functional review processes (gap analysis and performance review) of several units (press and public information, legal capacities, political capacities, procurement and asset management, transport and HR) aiming to improve effectiveness and performance of listed units.

  • I was responsible for overall administration of Mission supervising areas, like Finance and Budget, Human Resources and Training, ICT, General Services including procurement, asset management, transport, Medical Unit and Translation Services
  • As CFA I was responsible to ensure that Mission`s operations are carried out in compliance with OSCE`s Common Regulatory and Management System
  • I was also responsible for planning and orderly implementation of Mission`s budget. It entailed clearance and administrative approval for all project activities financed either from so-called Unified OSCE budget or directly by donors
  • I acted as Mission`s main focal point for any internal or external audit and oversee implementation of any resulting recommendations
  • I also chaired Fund Material Management Committee in charge of authorizing contractual commitments for Mission up to EUR 250,000.
  • As a specific project I designed and oversaw relocating and rebuilding OSCE`s biggest warehouse compound (3000 sqm, plus mobile offices for 120 staff and 60 vehicles)

  • Under supervision of EULEX Chief of Staff, I was responsible for EULEX`s political reporting activities and offered political advice to management
  • This included gathering information from various local sources, consulting with fellow international organizations like OSCE, UNMIK, KFOR, liaising EU Special Representative Office and offering political advice/spot reports to EULEX`s management and through CPCC to EU Member States
  • I was also in charge of producing Mission`s monthly reports to Brussels and flagging specific issues/elaborating special reports for MMs through EEAS
  • I supervised around 25 international and local colleagues mostly in Kosovo locations and in office in Belgrade, Serbia.
  • Administrative duties included HR functions like people`s management, recruitment, performance management, disciplinary issues, promotions and training.

Chief of Staff/Head of the Liquidation Team

  • I was responsible for overall administrative management and political/programmatic coordination of ICO which at peak comprised around 270 people with offices throughout Kosovo and a presence in Belgrade.
  • Acted as 'gatekeeper' to Head of Mission, filtering issues and information in order to keep information flow lean and manageable.
  • I coordinated under HoM and DHoM political guidance reporting about project implementation.
  • I also accompanied HoM (ICR) for international coordination and bilateral meetings with diplomatic representatives and local stakeholders including at highest level (President, PM, FM etc)
  • I was also responsible for organizing and coordinating CO`s final phase, when all efforts were concentrated on key mandate areas in order to end supervised independence for Kosovo
  • This phase was particularly demanding in terms of agreeing with international stakeholders (Commission, EUSR, EULEX, OSCE, US and other recognizing states) on all terms and conditions for closure
  • I also supervised budget cycle, including implementation and negotiations for funding with donors, like US, EU Commission, Switzerland etc
  • Oversaw cooperation with external auditors and so-called Financial Experts Group
  • I acted as first level supervisor for Head of Administration and oversaw operations of HR, Finance, ICT, Procurement, Supply and Asset Management as well as Conference and Translation Services
  • During closure phase I was in charge of planning and executing liquidation of ICO in whole without any successor presence.
  • I supervised reporting to Financial Experts` Group on usage of funds for entire period of ICO`s existence (EUR 65 M).

  • I was responsible for managing Hungary's bilateral relations with countries at the Western Balkans and Turkey. This included regular diplomatic exchanges, organization of working and high-level visits (President, PM and FM), overseeing incoming diplomatic reporting, and initiating MFA/government action on pending issues
  • I was also leading formulation and representation of Hungarian positions in various EU working committees, like COWEB and COELA on regular basis

  • As Ambassador I was responsible at Mission level for Hungary's bilateral relations with Singapore and Brunei
  • Since both relations were asymmetric, namely these countries do not have permanent presence in Budapest, I was working in both directions organizing high-level visits (Presidents, Prime Minister, Speaker of the Parliament, several ministers, scientific, trade and educational delegations etc) beyond providing frequent political spot/event reports and analytical pieces on whole range of political, security, economic and scientific issues in host country and ASEAN region
  • During four years in Singapore Embassy was expanded to include trade section and Singapore decided on major strategic investments in Hungary, like buying stake at airport, MOL-group
  • Administrative duties included HR functions like recruitment, performance management, disciplinary issues, promotions and training as well as overall financial responsibility for Mission`s budget
  • Achievements included rapid expansion of bilateral trade between Singapore and Hungary, reaching 1 B USD by 2008 with substantial Hungarian exports, establishing a strong network of inter-university collaboration involving research, establishing a strong political rapport to expand Singaporean FDI into Hungary.

I was responsible for daily running of Foreign Minister`s Cabinet of around 15 people as Head of Cabinet also acted as political director with substantially wider duties including both NATO and EU political affairs

  • Daily tasks included filtering of all incoming national, NATO and after 2004 EU diplomatic reports of different kind for relevance to Minister, commissioning/preparing briefs on specific topics of interest, coordinating preparation of all outgoing and incoming ministerial visits in tandem with relevant diplomatic representations and MFA departments, final clearance of negotiating dossiers for Minister, including for EU General Affairs Council, writing speeches and preparing press statements/interview materials, participation in high level outgoing delegations and negotiations with incoming foreign visitors
  • As special assignment, I was in charge of Hungary`s public information campaign led by MFA in the run-up period to non-binding referendum on EU-membership. Achievements included successfully managing earmarked 1 M EUR fund, negotiating and concluding binding agreements with over 100 media outlets from TV stations to radios and newspapers, magazines to run information pieces on expected benefits of EU membership.
